When he contacts you it’s pretty random, but it should happen within the first few hours of your game. Once he contacts you, meet him on the roof of your company headquarters and talk to him.
You will discover that he has built a giant wingsuit for you to use to speed travel around Gotham. The problem is that the GCPD drones have made their use impossible. You will need to scan these drones to quickly travel around the city in Gotham Knights. Each zone has its own set of drones to scan. Finding the drones is easy. At first, they will follow the same pattern and you will have to do an AR scan on them.
The second time you go to scan the drones, they will have shields. You will have to wait until they dock to scan them.
